Note on Estonian data: Estonia's e-Residency programme has enabled remote incorporation by tens of thousands of foreign nationals. This creates a substantial population of Estonian companies whose actual operating reality may be outside Estonia entirely: beneficial-ownership and operating-substance verification matters for these counterparties.

Why verify an Estonian company?

Estonia's e-Residency programme is a unique feature among EU jurisdictions: it has enabled the formation of a substantial number of Estonian OÜ companies by foreign founders operating remotely. For overseas counterparties, this means an Estonian company may be either a substantively Estonian operating business or an e-Residency-formed vehicle whose actual operations and management are based elsewhere. Distinguishing the two through beneficial-ownership and operating-substance verification is the central practical task; the Business Register itself is one of the most transparent in Europe.
